A Study on "Sustainable Family Policy" in Germany after schroder`s second Government

Abstract
This paper analyzes the changes of the family policy in Germany after Schroder¡¯s second Government. Through this analysis, it is attempted to find changes in the character of family welfare regime in Germany. One of the causes of the changes of family policy is a decline of fertility rates. Since 2003 the Germany introduce ¡®Sustainable Family Policy¡¯. With it the Germany pursuit to develop a new idea for raising the fertility and employment rate of women. ¡¯Sustainable Family Policy¡¯ consist of infrastructure, time, and money for families. This policy can be divided into five main goals: 1. To increase the fertility rate, 2. Facilitation of work-life balance, 3. To increase the labor force participation of parents, 4. Early encouragement of children(for example in child care facilities), 5. Strengthening of parental competence. The parental allowance(Elterngeld), which replace the exiting child-raising allowance(Erziehungsgeld), was introduced in January 2007. The parental allowance is regarded as the decisive in the german family policy. The recent family policy in Germany can be evaluated as success in aspect of fertility and employment of woman. However, a transition to the new gender model, a two-earner model, is yet to be seen. It remained still as secondary earner model, which consist of husband in full-time employment and wife in part-time employment. Meantime, Germany constantly attempts, to reform the family policy under the Motto of ¡®sustainable family poloicy¡¯. Indeed can Germany succeed in change the paradigm to the scandinavian family model, with the high fertility and gender equality?
